Dr. Richmond is a senior level physician executive with a creative leadership background. He has 15 years of clinical experience in Obstetrics and Gynecology and Family Medicine and is the creator and founding chairman of Associated Physicians Insurance Company, a full service medical malpractice insurance company that insured 1500 Illinois physicians. Dr. Richmond has reviewed and directed the disposition of thousands of medical malpractice cases.

More recently, Dr. Richmond served as Medical Director of the Illinois BlueCross and BlueShield PPO, where he served as the clinical network management leader of 30,000 providers and 3,000,000 members. In addition, he was Medical Director for Fraud and Abuse (Illinois and Texas Plans) where he developed and instituted clinical leadership via claims screening criteria, audit design, strategy, cost effectiveness, peer review, and software replacement criteria, which led to detection, legal remedy, and recoveries in excess of $19 million annually. Dr. Richmond was also Medical Director of the Medical Review Unit, where he was responsible for clinical consistency review, claims adjudication rules, evaluation of new treatment modalities, enhanced cost effectiveness, appeals, and clinical sensitivity of claims payment decisions.

Prior to his BlueCross experience, Dr. Richmond was National Medical Director of Managed Disability for Aetna/US HealthCare, where he served as the clinical lead for a rapidly expanding and highly profitable $2 billion national insurance product.
